On the 11th anniversary of the death of our national leader Heydar Aliyev, a commemoration ceremony was held at the Heydar Aliyev Park in Sariyer Kireçburnu on 12.12.2014.

Chairman of the INDEX – Center for Human Capital Development of Azerbaijan, Rashad Abdullayev, the INDEX delegation and members attended the event.

The event was attended by diplomats, businessmen, MPs, representatives of the city public, leading media representatives of Turkey and Azerbaijan.

Participants of the ceremony put wreaths and flowers at the monument to the nationwide leader of our people.

In connection with the weather conditions, the event was continued at the meeting hall of the Consulate General of the Republic of Azerbaijan in Istanbul.Opening the ceremony, Consul General of Azerbaijan in Istanbul Hasan Zeynalov said that Heydar Aliyev, the founder of the Turkish world, devoted his rich and meaningful life to the welfare and happiness of his people.

Speaking guests stressing that H.Aliyev was a great personality, great leader, great politician and enumerating what he did for the people of Azerbaijan, remembered the great leader.

With the organization of Kayseri City Coordination of Azerbaijan Human Capital Development Center – INDEX, an event dedicated to the World Azerbaijanis Solidarity Day was held in Kayseri, Turkey on December 31. Kayseri city officials, parliament deputies, science education, cultural figures and Azerbaijani students attended the event.

Speaking at the opening ceremony, INDEX Kayseri City Representative Najaf Ganbarov spoke about the importance of the World Azerbaijanis Solidarity Day and noted that today is a very significant day in the history of the Azerbaijani people. Speaking about the activities of INDEX in the continuation of the speech, Najaf Ganbarov emphasized that its goals are to contribute to the human capital development of Azerbaijan and to support the personal career development of young people. Then speaking Kayseri City Culture and Tourism Director Ismet Taymuş, Kayseri Deputy Governor Erdoğan Aygenç, Erciyes University Turkish Department Dean Prof. Dr. Mustafa Argunshah, Parliament deputies, in turn, touching upon the friendship of Turkey and Azerbaijan, congratulated the World Azerbaijanis on the occasion of Solidarity Day and expressed their deep gratitude to the INDEX for the organization of such events.

2 February is the All-Republican Youth Day.Youth This day was celebrated in Azerbaijan for the first time in the CIS and Eastern European countries.

This day was approved by the Order of nationwide leader Heydar Aliyev in 1997. The first forum of the youth of the Republic of Azerbaijan was held in 1996. There is a state Youth Policy founded by great leader Heydar Aliyev in Azerbaijan, and now this policy is implemented more resolutely. Today, Azerbaijani youth celebrate their holidays with great success all over the world.

On February 21, “Empathy 2015” event was held in Ankara on the 23rd anniversary of Khojaly genocide organized by INDEX- Center for Human Capital Development of Azerbaijan.

The opening speech of the event was made by Rashad Abdullayev, Chairman of the Center for Human Capital Development of Azerbaijan.

Rashad Abdullayev said in his speech; “Today, here, with a pain in our hearts, we came together to remember Khojaly massacre, Khojaly martyrs! While sharing the pain of tens of thousands of people affected by this violence, we invite people who are not touched by pain to “build empathy” with us. President of the Republic of Azerbaijan Ilham Aliyev has repeatedly expressed his desire for peaceful solution of all regional issues and will not give an opportunity to have foreign troops on its territory. However, Armenia has never abandoned its non-constructive attitude”.

During the event, Ali Hasanov, Chairman of the Department of Public and Political Affairs of the Presidential Administration of the Republic of Azerbaijan noted that “Khojaly genocide is the most terrible crime committed by Armenians in Azerbaijan and Turkey for many years, Armenia’s aggressive policy in this context is purposeful aggression against the peaceful life and moral stability of the Azerbaijani people”.

In addition, Spokesman for the President of Turkey Ibrahim Kalin, Chairman of the Turkey-Azerbaijan Inter-Parliamentary Friendship Group Nejdat Unuvar and a Khojaly resident Rashad Zeynalli made a speech.

During the speeches, it was emphasized that all efforts were mobilized to convey the truth about Khojaly genocide to the world community through the “Empathy” project against the so-called Armenian genocide slanders that were allegedly committed in 1915 on the lands of Anatolia, the need of Armenia to withdraw from the occupation policy for ensuring peace in the South Caucasus, Turkey is fraternal country and always stands by Azerbaijan, and the world community has no right to remain indifferent to this massacre, because the Khojaly genocide is a military crime against humanity.

Winner of the Eurovision Song Contest 2011 Nigar Jamal sang the song “Broken dreams” in front of the slide that revived the Khojaly genocide. Rashad Zeynalli, a resident of Garadagh village of Khojavand region, shared his feelings about the psychological trauma caused by the Khojaly genocide with the participants of the event.

The main goal of the “Empathy 2015” project is to bring to the attention of the world community the joint pains of Azerbaijan and Turkey in the face of the so-called genocide allegations of Armenia.

Empathy Nigar

On the night from February 25 to 26, 1992, Armenian armed forces occupied Khojaly city with the help of armored vehicles and military personnel of 366th motorized regiment located in Khankendi (Stepanakert) during the USSR period.

Before the attack, in the evening of February 25, the city began to shoot violently from cannons and heavy armored vehicles. As a result, there were fires in the city and on February 26 at about 5 o’clock in the morning the city was fully ignited. In this case, about 2500 people who stayed in the Armenian-occupied city were forced to leave the city in the hope of reaching the center of the Aghdam region where Azerbaijanis lived.

But this intention did not happen. The Armenian armed forces razed the city to the ground and the servicemen of the motorized regiment killed the civil residents.

As a result of this massacre, 613 people have already been killed, including:

Children – 63 people;

Women – 106 people;

Elderly – 70 people.

8 families were completely destroyed.

25 children lost both parents.

130 children lost one of their parents.

487 people were injured, including:

Children – 76 people;

1275 people were captured.

150 people were missing.

The state and population’s property was damaged at prices of 5 billion rubles as of 01.04.1992.

These figures indicate the most terrible, bloody tragedy of the Armenian-Azerbaijani conflict over Nagorno-Karabakh, which began in 1988 with the support of the Armenian SSR and negligence of the USSR leadership and was based on the realization of the claim of annexation to Armenia of the Nagorno-Karabakh Autonomous Region, which is part of the Azerbaijan SSR.

Khojaly – main target

The attack of Armenian armed forces on Khojaly was conditioned by the geographical position of the city. With a population of 7000 people, Khojaly is located 10 km south-east of Khankendi, on the Garabagh mountain range and on the Aghdam-Shusha, Askeran-Khankendi roads. The only airport in Karabakh is also in Khojaly.

Khojaly is the place where the population has historically settled, and the ancient history remains to this day. 

Near Khojaly, Monuments of Khojaly-Gadabay culture dating back to BC XIV-VII.

Burial monuments belonging to The Late Bronze and early Iron Ages – stone boxes, mounds and necropolises were found here. There are located also monuments of architecture – circular tomb (1356-1357) and a mausoleum (XIV century). During archaeological excavations, various types of stone, bronze, bone ornaments, household items made of clay, etc. were found. One of the beads found, describes the title of the Assyrian king Adadnerary (BC 807-788).

The population mainly engaged in viticulture, animal husbandry, beekeeping and farming. In the city there was a weaving factory, 2 secondary schools and 2 incomplete secondary schools.

In connection with the events in recent years, 54 families of Mahsati Turks, who had become refugees from Fergana (Uzbekistan), as well as some Azerbaijanis expelled from Armenia and Khankendi, settled in the city.

Later, the Armenian side admitted that the first main task of the Armenian armed forces was the destruction of the Khojaly platsdarm, the evacuation of the Askeran-Khankendi road passing through this point, the seizure of the airport under the control of Azerbaijanis. 

Pay attention to the words “destruction of Khojaly platsdarm”. This statement clearly shows the reason for the bloody massacre committed by Armenians, mass destruction of children, women and elderly people.

The most solemn ceremonies of Novruz are considered to be charshanbas (Tuesdays), and therefore the population celebrates these days with special solemnity. The last Tuesday is the Earth Charshanba. The earth has an extremely important position in this process as the main material basis of human creation. Along with the Turkic mythological thinkings of territorial integrity, in the system of ethnic-moral values, along with the concept of country, motherland, earth, land the sacral mythological semantics is also derived from the material basis of creation. In spring, the mythical roots of soil awakening are associated with the concept of resurrection, revival. This is primarily due to the myth of human creation.

On March 22-27, 2015, “ADA European Union School” was organized for the first time in Brussels with the support of the Youth Foundation under the President of the Republic of Azerbaijan and the Center for the Development of Human Capital in Azerbaijan.

Ambassador of the Republic of Azerbaijan to the Kingdom of Belgium and Grand Duchy of Luxembourg and Head of the delegation to the European Union, Fuad Isgandarov opened the event, which was hosted by Member of the European Parliament Anna Zaborska.

During the four-day event, Roland Froydenstein, the Senior Research Fellow and Director of the Vilfred Martens Center for European Studies, delivered lectures on “European Union agreements and integration to Europe”, former director of the legal service of the Council of Europe, visiting professor of the European College, independent expert of our European External Action, Jean-Paul Cage “European institutions, authorities and Politics”, and First deputy of the Green Party in the European Union Frank Shvalba-Hot delivered lectures on “European Union, relations with neighbors of values”. 

At the same time, within the framework of the project “ADA European Union School”, were held discussions on “International aspects of activity in AYAPE, Brussels and prospects of cooperation with European institutions”, “Collective memory and EU foreign policy”, “Neighbourhood Policy, Eastern Partnership and Security aspects”, “EU-Azerbaijan: from energy security to strategic cooperation”, “South Caucasus aspects of EU policy”, ”Prospects of cooperation between the EU and Council of Europe”.

The head of the observation mission of the Islamic Cooperation conference under the European Union, Ambassador Arif Mammadov concluded the event with a speech on the “Azerbaijan diplomatic service”.

At the end, Abbas Mammadov, Deputy Chairman of the INDEX – the Center for the Development of Human Capital of Azerbaijan, wished success to the participants of “ADA European Union School” in their future careers and presented certificates and memorable gifts. 

During the massacres in March 1918, Armenians brutally killed 12,000 of our compatriots in Baku in three days. In the following days tens of thousands of Azerbaijanis were brutally killed in Shamakhi, Guba and other places, settlements, mosques, cultural monuments were razed to the ground. Tens of thousands of our compatriots were mercilessly killed in Karabakh, Western Azerbaijan and other regions in 1918-1920.

97 years have passed since the genocide committed by Armenian Dashnaks against Azerbaijanis jointly with the Bolsheviks.

On March 30, 1918, the massacre in Baku resulted in the murder of about 20,000 innocent people, including a large number of elderly, women and children.

During the massacres from March 30 to April 2, Armenian bolshevik groups led by Stepan Shaumyan killed thousands in Baku, burned Muslim shrines and confiscated property of Baku population nearly in sum of 400 million manat.

During the massacres, the most magnificent mosque of the town, the Tazapir Mosque, was hit by a continuous cannon fire, and the Armenians burned the “Ismailiyya” building, one of Baku’s most magnificent architectural pearls.

The policy of genocide against Azerbaijanis is not limited only to Baku. On March 31, Armenian Dashnaks killed 8027 Azerbaijanis, including 2560 women and 1277 children in 53 villages of Shamakhi district. The number of innocent Azerbaijanis killed in 162 villages of Guba exceeded 16,000. Armenian Dashnaks burned thousands of villages in Lankaran, Mugan region and Nagorno-Karabakh and brutally killed tens of thousands of people. On July 15, 1918, the Commission of emergency studies created by the Democratic Republic of Azerbaijan collected numerous documents on these massacres and submitted them to the government, and in 1919, the Azerbaijani parliament adopted a decision to mark March 31 as the Day of genocide of Azerbaijanis. Although this date was erased from memory in the years of Soviet governance, in the period of independence on the basis of historical documents a numerous researches were carried out on the tragic events suffered by the people of Azerbaijan on March 31, 1918, also books were published. On March 26, 1998, the President Heydar Aliyev signed a decree “On the Genocide of Azerbaijanis”. Since then, March 31 is celebrated as the Day of Genocide of Azerbaijanis.
