One of the most important events of Azerbaijan’s public life, the formation of the National Press goes back to the middle of the XIX century.
In 1832, an addition entitled “The news of this side of the Caucasus” to the “Tbilisi ehbari” newspaper and in 1845 “Zagafgazski vestnik” newspaper was among the first steps towards the creation of the national press in the Azerbaijani language. Since these publications were of an official bulletin nature, they could not yet be called newspapers.
The foundation of our national press was laid only on 22 July 1875 with the publication of the first issue of “Ekinchi” newspaper. The editor-in-chief and the corrector of this newspaper, which caused great repercussions in the whole Caucasus, was one of the founders of the National Education movement of Azerbaijan, natural scientist Hasan Bey Zardabi. Mirza Fatali Akhundov, Seyid Azim Shirvani, Najaf Bey Vezirov, Asgar Aga Gorani and other intellectuals had great services in the newspaper. The greatest success of the publication was, first of all, the fact that its language was close to the people’s language, simple and fluent.
However, in the period of the Russian-Turkish War, the Russian government issued a decree on the termination of the official publication of “Ekinchi” on 29 September 1877, fearing the reading of the newspaper in the Turkish-tatar language on the backside. The anonymous letters of Armenian type-setter Minnasov also played a role in this work.
Social processes and current issues have been reflected in the local Russian-language press for some time. Among Russian-language newspapers, Haji Zeynalabdin Taghiyev has been publishing for a long time since 1897, and since then its editor was Alimardan Bey Topchubashov, and later Alibey Huseynzade. Only in 1879, Haji said Efendi managed to remove “Ziyayi-Qafqaziyya” newspaper in Tbilisi. Later in Tbilisi, “Keshkul” newspaper and magazine continued “Ekinchi” style.
In the 20th century, the first newspaper published in the Azerbaijani language was the socio-political “Sharqi-rus” newspaper published by Mammadaga Shakhtinski in Tbilisi in 1903. “Sharqi-rus” newspaper managed to unite such great educators as Jalil Mammadguluzade, Mirza Alakbar Sabir, Abbas Sahhat, Omar Faig Nemanzade, Huseyn Javid, Mammad Said Ordubadi, Algulu Gamkusar and Ali Nazmi.
The creative team formed around the newspaper laid the groundwork for the beginning of a new stage in the development of the press in Azerbaijan. On April 7, 1906, the first Azerbaijani satirical magazine with weekly illustrations – “Molla Nasreddin” was published in Tbilisi on the initiative, editorial and publication of Jalil Mammadguluzade. This magazine was published in Tbilisi in 1906-18, in Tabriz in 1921, in Baku in 1922-1931. Its voice of truth, which served the process of national awakening, exceeded the limits of the Caucasus, heard in Russia, in the Turkic world, in the whole Middle and Near East.
The National press played an important role in the independence of Azerbaijan on May 28, 1918. The activity of the press during this period of the republic was a new and very important stage of realization of Hasan Bey Zardabi ideas and “Ekinchi” principles. This was the result of his close connection with the people in his daily life and work. With the help of the propaganda carried out by Hasan Bey Zardabi, the number of students studying at the Baku gymnasium has also increased in a short time. Hasan Bey comes to create a society to help Muslim students studying. He personally compiles the Charter of society, obtains permission and notaries the necessary documents.
At the same time, Hasan Bey paid attention to young teachers. The book about the teacher Almammad Mustafayev, who devoted more than 60 years of his life to the rise of education and culture of the people tells about the great importance of Zardabi in the field of education,. Although he achieved a pedagogical specialty, he did not find an opportunity to work in his native country Shamakhi, but in 1906 he came to Baku. Here, too, faced great difficulties in finding a permanent job. At this time, under the leadership of H.Zardabi, a commission was set up to check the knowledge of teachers. A.Mustafayev successfully passed the exam before the commission. H.Zerdabi satisfied with Mustafayev’s answer, he decides to appoint a staff teacher to the 7th Russian-tatar school. Over time, students of the young teacher became Jafar Jabbarli, future academician Mammad Dadashzade and hundreds of famous writers, scientists and other professionals.
Most of the XX century coincides with the years of Soviet press in Azerbaijan. It is in these years that the network of newspapers and magazines is expanding and the press is enriched by new types of mass media. Although the press is more party-oriented and class-oriented, our patriotic journalists are constantly working in the service of the people and are sometimes subjected to persecution. Although the Azerbaijani Press has been operating under the strong influence of the communist ideology in the years of Soviet power, it is able to preserve its national existence.
With the restoration of Azerbaijan’s independence, there was a turning point in the development of the press, as in many parts of life. Important work was carried out to ensure political pluralism and freedom of speech. The real renaissance period of our National press took place after Heydar Aliyev came to power. Censorship in the Republic was abolished by the decree of the President of the Republic of Azerbaijan “On additional measures to ensure freedom of speech, opinion and information in the Republic of Azerbaijan” dated August 6, 1998.

A meeting was held with the Rector of Fırat University, Kutbettin Demirdağ in Elazig, Turkey organized by the Human Capital Development Center of Azerbaijan –INDEX. Interesting topics were touched upon at the meeting attended by representatives of Human Capital Development Center of Azerbaijan Togrul Mahiyev and Sanan Jafarli and discussions were held on the problems of Azerbaijani students studying there. Projects to be implemented with Azerbaijani universities in the future were the main topics of discussion. At the end of the meeting, rector of Fırat University Kutbettin Demirdag presented a plaquette to the Chairman of the Center for Human Capital Development Rashad Abdullayev.
On September 15, 2015, the representatives of INDEX – Center for Human Capital Development of Azerbaijan Togrul Mahiyev and Ali Mammadov met with the head of the Consulate General of the Republic of Azerbaijan in Istanbul Mr. Hasan Zeynalov and Council Esmira Huseynova. At the meeting, the representatives informed about the work done and exchanged views on new projects with the Council General.
Council General Hasan Zeynalov, in his turn, has described the work done at a high level. He gave valuable recommendations for the successful and efficient implementation of future projects and stressed the necessary support.

On September 29, 2015, representatives of the INDEX – Center for Human Capital Development of Azerbaijan Ali Mammadov and Sanan Jafarli held a meeting with the Education Advisor of the Embassy of the Republic of Azerbaijan in Turkey, Assoc. Dr. Najiba Nasibova. During the meeting, INDEX representatives informed about the work done, and then spoke about the projects to be implemented in the new academic year.
In turn, Najiba Nasibova highly appreciated the work done. Touching upon the projects that can be seen together, Nasibova stressed the need for support.

Report conference on the results of this year by the INDEX – Azerbaijan Human Capital Development Center was held at the Grand Cevahir Hotel in Istanbul. The conference was attended by 100 students from 50 cities in Turkey, as well as about 50 students from various universities in Istanbul.
Speaking at the opening of the conference, Chairman of the INDEX – Center for Human Capital Development of Azerbaijan, Rashad Abdullayev informed about the organization’s structure and activities and noted that projects contributing to personal development and career growth of young people will be sustainable and it will always support Azerbaijani students.
Rashad Abdullayev said that the activities of INDEX are based on President Ilham Aliyev’s strategy of “Turning black gold into human capital”.
Then, the INDEX Project coordinator Togrul Mahiyev and Regional coordinator Ali Mammadov informed about the work done this year and the projects, internship programs, cooperating institutions and companies for the future.
At the end of the speech, a short video clip on the work done was presented.
Kanan Murtuzov, representative of the Consulate General of Azerbaijan in Istanbul, conveyed greetings and best wishes of the Council General Hasan Zeynalov and said that they attach great importance to the events organized by the Ministry of Youth and Sports and that all these events and internship programs have a great role in the development of our youth, in their work and expressed his attitude.
At the same time, he gave recommendations to the youth participating in the event, calling them to be more active in public life, to develop leadership qualities, and recalled the need to be stronger as long as the Karabakh problem is active. He also talked about the importance of holding historical and State important days and said that the events held in this direction are worthy of appreciation.
Chairman of Eskisehir Azerbaijan Association Javid Mammadov gave detailed information about the “Azerbaijan Youth Congress” to be held in Eskisehir on December 9 and stressed the importance of the congress.
Member of the Union of Bar Associations of Turkey Saida Ekman shared his positive views on the work done, as well as invited INDEX staff and all students to the opening of the Karabakh Park in Bolu, Turkey.
Finally, Kahramanmaras, Balikesir and Samsun City Students representatives put forward their proposals and stressed the importance of such events for our students studying in Turkey.
An event was organized for Azerbaijani students studying in Samsun with the support of the Center for Human Capital Development of Azerbaijan – INDEX.
Speaking at the opening ceremony held in “Atakum Yellow taxi”, INDEX representative of Samsun Heydar Ahmadov noted that the event was familiar with the new requirements, and then gave information about the work to be done as students studying in Samsun.
Speaking at the event, 19 Mayıs University teachers, doctoral students and graduate students also shared their experiences with new young people.

“Day of Azerbaijan” was organized in Nigde city with the support of Azerbaijan Human Capital Development Center – INDEX.
The event organized at the Nigde University Conference and Cultural Center, attended by the Vice-Rector Prof. Dr. Murat Alp, academic staff and students participated. The program started with the singing of national anthems of Azerbaijan and Turkey and continued with the performance of Nigde INDEX representative Heydar Maharramov.
After performing Azerbaijani national music, Fatma Zahra Duman made a presentation reflecting the history and culture of Azerbaijan. During the evening, Azerbaijani students Nihal Alizadeh, Heydar Maharramov, Huseyn Gasimzade and Kamran Imanov demonstrated rhythm dance show in the hall, which gave people fun moments.
At the end of the event, Nigde INDEX representative Heydar Maharramov invited Azerbaijani students to the stage and expressed his gratitude to the Center for the Development of Human Capital of Azerbaijan – INDEX for the organization of the event.

Representatives of the Center for Human Capital Development of Azerbaijan – INDEX visited the statue of nationwide leader Heydar Aliyev in Sariyer District of Istanbul on the occasion of the 12th anniversary of his death.
Azerbaijan’s national leader Heydar Aliyev was treated in Cleveland (USA) and he died on December 12, 2003 and was buried in the Alley of Honor in Baku on December 15. Rest Him In Peace!
The 20 January tragedy is a grave crime against humanity. This date, engraved in the memory of our people as the night of black January, is also the day of unity, pride and honor of our people struggling for the territorial integrity of Azerbaijan.
Our independence gained at the cost of the blood of our martyrs, protected by our blood and our lives, make it permanent, eternal and irreversible. May Allah have mercy on our martyrs!
A photo exhibition was held in Kahramanmaraş city with the support of the INDEX – Center for Development of Human Capital of Azerbaijan in connection with the anniversary of January 20 tragedy.
INDEX Kahramanmaras representative Tural Shahbazli said: “January 20 was a wild crime against the Azerbaijani people and civilians who wanted independence in Baku. The main role in the operation “Udar” (“Attack”), which was prepared and carried out by the Ministry of Defense of the USSR, Internal Affairs and KGB, was assumed by “Alpha” and “A” provocative groups of the USSR’s KGB.On the night of January 19, 137 civilians were killed, more than 700 injured, 800 illegally arrested in Baku. Among the killed were representatives of five nations, more than 20 women and children. On these tragic days, the brave sons who took the freedom, honor and dignity of their country, people passed by their lives and rose to the summit of martyrdom”, he expressed his opinion.
Following the speech, carnations were distributed to the citizens passing through the street and the residents were informed about the January 20 massacre.
A photo exhibition was held in Malatya with the support of the INDEX – Center for Development of Human Capital of Azebaijan in connection with the anniversary of the January 20 tragedy.
The photo-exhibition was held at Malatya Park. Speaking at the event, Ramal Shamshadli, representative of INDEX Malatya Inonu University, said: “We, as 200 Azerbaijani students here, have shared with you the bitter and joyful days of our people and today we want to commemorate the tragedy of January 20.On January 20, 1990, a serious crime was committed against the Azerbaijani people. In an attempt to violate the territorial integrity of Azerbaijan, an unfair and biased policy pursued by the leadership of the former USSR against the people of Azerbaijan, as well as the unfit activity of the local authorities, Soviet troops were illegally deployed in Baku and several regions of the Republic in order to break the citizens gathered on the streets. 137 people were killed, 744 were injured and 800 innocent citizens of Azerbaijan were arrested as a result of unprecedented brutal punishments. Mass terror movement against the people of Azerbaijan brought to the attention of the event participants.
Also at the exhibition with the support of INDEX 500 brochures with information about 20 January, 50 pieces of “Bloody January” shirts were distributed by our students studying at the Malatya Inonu University.

An event on “Khojaly genocide and Karabakh problem” was held in Eskisehir on February 19 with the support of the INDEX – Center for Human Capital Development of Azerbaijan.
Ganira Pashayeva, deputy of the Milli Majlis of the Republic of Azerbaijan, Javid Aydin, together with the Head of the Eskisehir Azerbaijanis’ Association and Asif Gurban, head of the Izmir Azerbaijan Fraternity and Cooperation Association have met with the Prof Dr. Naci Gündoğan, Eskişehir Mayor Prof. Dr. Yilmaz Büyükerşeni, Eskişehir Tepebaşı Municipality Chairman Dr. Ahmet Atacı.
During the visit, MP Ganira Pashayeva talked about the role of youth in our lives and the importance of youth for the future of the Turkic world.
Speaking in detail about the Khojaly genocide, which is a bleeding wound in the history of Azerbaijan, Ganira Pashayeva said that we will not remain silent about this violence, aggression and genocide against us. Speaking about the importance of the Khojaly genocide in the international arena, Ganira Pashayeva noted that this genocide is one of the biggest crimes committed against humanity.
Finally, Ganira Pashayeva was presented to the audience by signing her book “Stories of Karabakh”. On the night from February 25 to 26, 1992, Armenian armed forces occupied Khojaly city with the help of armored vehicles and military personnel of 366th motorized regiment located in Khankendi (Stepanakert) during the USSR period. Before the attack, in the evening of February 25, the city began to shoot violently from cannons and heavy armored vehicles. As a result, there were fires in the city and on February 26 at about 5 o’clock in the morning the city was fully ignited.
In this case, about 2500 people who stayed in the Armenian-occupied city were forced to leave the city in the hope of reaching the center of the Aghdam region where Azerbaijanis lived.
But this intention did not happen. The Armenian armed forces razed the city to the ground, and the servicemen of the motorist regiment killed the civil people.
As a result of this massacre, 613 people have already been killed, including:
Children – 63 people;
Women – 106 people;
Elderly – 70 people.
8 families were completely destroyed.
25 children lost both parents.
130 children lost one of their parents
487 people were injured, including:
Children -76 people;
1275 people were captured.
150 people were missing.
The state and population’s property was damaged at prices of 5 billion rubles as of 01.04.1992.
These figures indicate the most terrible, bloody tragedy of the Armenian-Azerbaijani conflict over Nagorno-Karabakh, which began in 1988 with the support of the Armenian SSR and negligence of the USSR leadership and was based on the realization of the claim of annexation to Armenia of the Nagorno-Karabakh Autonomous Region, which is part of the Azerbaijan SSR.
Khojaly – main target
The attack of Armenian armed forces on Khojaly was conditioned by the geographical position of the city. With a population of 7000 people, Khojaly is located 10 km south-east of Khankendi, on the Garabagh mountain range and on the Aghdam-Shusha, Askeran-Khankendi roads. The only airport in Karabakh is also in Khojaly.
Khojaly is the place where the population has historically settled, and the ancient history remains to this day.
Near Khojaly, Monuments of Khojaly-Gadabay culture dating back to BC XIV-VII.
Burial monuments belonging to The Late Bronze and early Iron Ages – stone boxes, mounds and necropolises were found here. There are located also monuments of architecture – circular tomb (1356-1357) and a mausoleum (XIV century). During archaeological excavations, various types of stone, bronze, bone ornaments, household items made of clay, etc. were found. One of the beads found, describes the title of the Assyrian king Adadnerary (BC 807-788).
The population mainly engaged in viticulture, animal husbandry, beekeeping and farming. In the city there was a weaving factory, 2 secondary schools and 2 incomplete secondary schools.
In connection with the events in recent years, 54 families of Mahsati Turks, who had become refugees from Fergana (Uzbekistan), as well as some Azerbaijanis expelled from Armenia and Khankendi, settled in the city.
Later, the Armenian side admitted that the first main task of the Armenian armed forces was the destruction of the Khojaly platsdarm, the evacuation of the Askeran-Khankendi road passing through this point, the seizure of the airport under the control of Azerbaijanis.
Pay attention to the words “destruction of Khojaly platsdarm”. This statement clearly shows the reason for the bloody massacre committed by Armenians, mass destruction of children, women and elderly people.

A march on the 24th anniversary of Khojaly genocide was held in Uşak City on February 26 with the support of the INDEX – the Center for Human Capital Development of Azerbaijan.
Participants of a march on the main street of Uşak city holding posters “Justice for Khojaly!” “The world must recognize the Khojaly genocide!” chanted slogans “Justice for Khojaly!”, “Freedom for Karabakh!” The main purpose of the march was to inform the public and the residents of the city about the Khojaly genocide and commemorate the memory of the Khojaly martyrs.
At the end of the march, the national anthems of Azerbaijan and Turkey were played.
A forum on “National vision from abroad” is held in Istanbul jointly organized by the INDEX -Azerbaijan Human Capital Development Center, “Ireli” Public Union and Youth Foundation under the President of the Republic of Azerbaijan.
After the national anthem of the Republic of Azerbaijan was played, Anar Gurbanov, representative of the “Ireli” Public Union gave detailed information about the objectives of the project. Anar Gurbanov stressed that the main goal of this project is to bring together active Azerbaijani youth organizations living and organized outside Azerbaijan.

INDEX Secretary General Ali Mammadov stressed the importance of this project in terms of effective activity of Azerbaijani youth, establishment of relations between youth organizations and noted that at the meetings to be held within the framework of the project, important decisions will be taken to increase the efficiency of public activity of Azerbaijani youth.
Talking about the achievements and future duties, Mirhasan Seyidov, Chairman of “Ireli” Public union”, said this project will give an impetus to the involvement of Azerbaijani youth represented in foreign countries and organizations uniting them in all socio-political processes reflecting the common interests of our people. Director of the Youth Foundation Farhad Hajiyev gave detailed information about the works done by the foundation since its establishment and the importance of the projects implemented. Yavuz Fettahoglu, Head of the Turkish Association of Industrialists and businessmen (MUSIAD), spoke about the contribution of relations between MUSIAD and “Ireli” to the development of mutual relations between Azerbaijani and Turkish youth.
Elshad Eyvazli, chairman of the Union of Parliamentary Journalists, also said that our youth abroad should also be able to mobilize their opportunities in the media and pay attention to the delivery of Azerbaijani truths to the international community.

State and government officials of the two countries, Deputies of the Milli Majlis of the Republic of Azerbaijan, scientists and compatriots living in Turkey and students took part in the events related to the Khojaly genocide.
On 06.04.2016, students studying in Istanbul held an action in front of Galatasaray High School in Taksim to support the events on the front-line.
Proud of the recent events in the frontline, the Azerbaijani youth expressed their readiness to fight every minute. They supported our army with slogans “Motherland, I will die for you!”, “Martyrs are alive, Motherland is safe”, “Karabakh is ours, and will be ours”, “Pass the trench, Azerbaijani soldier!”
May 10 is the 93rd anniversary of the birth of national leader Heydar Aliyev, the architect and founder of modern and independent Azerbaijan.
Heydar Alirza oglu Aliyev was born on May 10, 1923 in the city of Nakhchivan, Azerbaijan. He died in Cleveland Clinic (USA), where he was treated on December 12, 2003, and was buried in the Alley of Honor in Baku on December 15.

“Republic Day and poetry reading contest among schoolchildren” was held in Eskisehir on May 28 with the support of the INDEX – Azerbaijan Human Capital Development Center on the occasion of the 98th anniversary of the Azerbaijan Democratic Republic.
The event, held at the Eskisehir Municipality’s Taşbaşı Cultural Center, was commemorated with a minute of silence in honor of the founders of the Azerbaijan Democratic Republic, especially Mahammad Emin Rasulzade and his friends who fought on this path, national anthems were played.
Then, Chairman of Eskisehir Azerbaijanis Association Javid Aydin thanked the participants of the event and wished them success in the poetry reading contest.
About 20 schoolchildren participating in the event performed various poems. The winner of the contest was Gul Su Bulut, who read the poem “There was one, there was none” by Nusret Kesemanli. Esra Yildirim, who read Suleyman Rustam’s “Come to Azerbaijan” poem, was the 2nd, while Cansu Çalı, who read “Black epic” poem of Almas Yildirim, was the 3rd.
Participation certificates were presented to the schoolchildren participating in the contest.
INDEX – Azerbaijan Human Capital Development Center supported our students in the International Student Contest held in Sivas. Students from different countries opened their country stands and demonstrated their culture at the University of Sivas. Sivas Governor Alim Barut, the AK Party Sivas deputies attended the event, which contributed to the meeting of different cultures.
Within the framework of the festival, Azerbaijani students studying in Sivas prepared a special stand for the event. Our students demonstrated and promoted the rich culture of our country. At the national stand, photos, national clothes and handicrafts on Azerbaijan’s history, culture, tourism opportunities, architectural monuments, modern development of the country were demonstrated.
